If you are FLYING, she will need a passport. otherwise, she needs her birth certificate. YOU must have a letter signed by BOTH PARENTS and notarized giving you permission to take the child with you to Mexico. See website below and scroll down to section on "Minors".
I’m pretty sure she needs a passport and I think there’s a form that needs to be filled out and signed by the girls parents saying it is okay to take her across the border.
You will need a written form of consent from the parents. Photocopy of their Id’s, and proper identification of the child. Also need passport and personal Identification.
Most important she will need a notarized letter from both parents she’s allowed to leave the country with you. If you guys are traveling by ground all you need is a birth certificate and an id, but if traveling by air she will need a passport.
